PURPOSE:To reduce user's load at operation by inputting parameter information necessary for the formation of a program on the basis of a conversation format in a reference program system. CONSTITUTION:While referring input guide information to be fixed and variable parameter picture information sent from a program formation part 11, the user inputs the input guide information to an input device 10. The program formation part 11 selects a reference program stored in a reference program storage part 12 on the basis of the parameter information applied from the input device 10 and changes a part of the selected reference program on the basis of parameter information in a parameter storage part 13 to execute program formation processing. Consequently, the user can input the parameter information to the program formation part 11 on the basis of the conversation format.
