PURPOSE:To simplify the constitution of a special effect control circuit by detecting an area on which a titled is to be superimposed and generating a borde signal corresponding to each title based on the detecting signal so as to use a common circuit as much as possible. CONSTITUTION:An NAM mix circuit 12 of the special effect control circuit 11 receives the 1st title video signal TV1 corresponding to a title SV1 and the 2nd title video signal TV2 corresponding to a title SV2. An output S2 of the NAM mix circuit 12 has the content of the signal similar to sequential generation of the titled video signals TV1, TV2 at different times and the output is given to a border signal generating circuit 13. On the other hand, a title area detecting signal TED is detected by a title area detecting circuit 45, the detecting signal is given to the border signal generating circuit 13 and a video signal corresponding to the 1st and 2nd title video signal TV1 or TV2 is processed sequentially in respose to the logical level of the detection signal TED.
