PURPOSE:To make thrust load so as not to act on a pivotal shaft as well as to aim at the promotion of miniaturization and lightweightiness, by installing two sets of piston and cylinder mechanism, while installing these piston and cylinder mechanism symmetrically centering on a common torque plate. CONSTITUTION:A pivotal shaft 6 is supported on a casing 1. A torque plate 8 is fitly attached to this pivotaly shaft 6 by means of spline coupling. And, each of piston and cylinder mechanism 9A and 9B rotating around shaft centers LA and LB to be tilted as far as a fixed angle theta to a rotation center of the torque plate 8 is installed. These piston and cylinder mechanisms 9A and 9B are symmetrically set up with the torque plate 8 in common. And, these piston and cylinder mechanisms 9A and 9B are constituted to pistons 12A and 12B as many as cylinder blocks 11A and 11B having each of plural cylinder holes 14A and 14B.
