PURPOSE:To improve the quality of water with good efficiency in low energy, by detecting a place large in the amplitude of free vibration in a desired water region by a pressure-sensitive sensor and imparting vibration to the mass of water at said place to facilitate the amplification of vibration of the whole of the water region. CONSTITUTION:A proper number of pressure-sensitive sensors 1 and oscillation apparatuses 2 are arranged to a water region, of which the quality of water is improved, so as to form pairs and respectively connected to an information processing and control apparatus 3. The amplitude of free vibration at a set place is measured by each pressure-sensitive sensor 1 and sent to the information processing and control apparatus 3 to detect an antinode region where amplitude is largest while control is performed so as to operate the oscillation apparatus 2 of the set detecting the antinode part to impart vibration to the antinode part of free vibration.
