PURPOSE:An ointment base having improved solubility and dispersibility of drug, etc. and transmigration to the affected part whose sufficient improved effects are not obtained by a well-known solvent, obtained by using a specific cyclic urea derivative as a solvent for a medicinal component. CONSTITUTION:An ointment component consisting essentially of petrolatum, polysiloxane, etc. is blended with usually about 0.1-30wt%, preferably about 0.5-10wt% based on the ointment base of a cyclic urea derivative shown by the formula I (X<1> and X<2> are lower alkyl, or lower alkenyl; X<3> is H, or lower alkyl; n is 1 or 2; when X<1> and X<2> are lower alkyl, and n is 1, X<3> is not H), preferably a compound shown the formula II so that dispersibility and solubility of a medicinal component in the ointment base and transmigration to the affected part, etc. are improved, and remedying effects of the medicinal component are sufficiently shown. The ointment base can be optionally blended with a surface active agent, a thickening agent, a penetrant, an auxiliary, a preservative, an antioxidant, etc.
