PURPOSE:The titled primer improving various problems such as coating ratio of coating compound on a ceramic base material, coating unevenness, coating loss, etc., comprising a silane coupling agent, a thermally decomposable inorganic electrolyte, water, etc. as essential components. CONSTITUTION:The desired primer comprising (A) 0.5-10wt% silane coupling agent (preferably gamma-aminopropylethoxysilane, etc.), (B) 0.05-2wt% thermally decomposable inorganic electrolyte (e.g., ammonium chloride, etc.), and (C) water, or a mixed solution of water-organic liquid (e.g., 3-30wt% aqueous solution of N-methylpyrrolidone, etc.) as essential components.
