The composite safety panel, in particular for protection against shots, comprises a plurality of individual panels (1) which are connected to one another with the interposition of one or two adhesive strips (4) which adhere on both sides. A coloured and/or reflecting sheet (15) can be connected to the composite panel (14). The composite panel (14) may also contain inserts which are formed from sheets or wires which increase the strength or serve as parts of electrical heating circuits or of alarm systems. The invention provides attachment of adhesive strips, which adhere on both sides, without the formation of air bubbles and with pressing on the entire surface of the panel in an autoclave. The panels may consist of glass, polycarbonate or a different plastic. The adhesive strip (4), which adheres on both sides, advantageously exhibits, on both sides, a protective covering sheet (5, 6) which is to be removed before adhesive bonding. <IMAGE>
