PURPOSE:To exclude generation of wow and flutter at a tape constant speed running due to variation of rubber hardness of a weld part formed at forming by forming the weld part formed on a cylindrical rubber elastic layer not in parallel with the capstan shaft. CONSTITUTION:Plural gates are formed as plural gates 9 not in parallel with the axial direction of a pinch roller 8, and when the pinch roller 8 formed by a metallic die having the gates 9 is pressed in parallel with a capstan shaft 5, the weld part 10 is formed so that the weld part 10 of the pinch roller 8 is not in parallel with the capstan shaft 5. Since the change in the cross sectional area of the pressing part is small, the change in the average speed in the circumferential direction of the pinch roller at the pressing part is small, and then the tape speed fluctuation is made small in running a tape at a constant speed and wow and flutter is very small in comparison with the tape running by using a conventional pinch roller.
