PURPOSE:To obtain the titled compound excellent in electrical properties such as dielectric property, adhesiveness and transparency, by dihydroxyalkylating a specified synthetic (co)polymer and cyanoethylating the product. CONSTITUTION:A synthetic (co)polymer, MW of 50-500,000, comprising 10mol% or above monomer component containing a free hydroxyl group in the molecule [e.g., vinyl acetate (co)polymer saponificate having a vinyl acetate content >=30mol% and a degree of saponification >=40%] is dihydroxyalkylated with a dihydroxyalkylating agent of formula I or II (wherein R1-2 is H or CH3 and X is a halogen) at 10-120 deg.C in the presence of a catalyst such as NaOH in water or an organic solvent inert to the reaction, and the product is further cyanoethylated with acrylonitrile in an amount of at least 1.0mol per mol of the OH groups of the dihydroxyalkylated polymer at 200 deg.C or below in the presence of an alkali catalyst in a reaction solvent such as water to obtain the titled compound.
