PURPOSE:To make it possible to reduce the rate of jamming, in a banknote pay- out control device, etc., by stopping the monitoring of transfer of papers subsequent to the frontmost paper of each paper group when papers are paid out with being abnormally close together or being overlapped together. CONSTITUTION:When banknotes are abnormally close together an inter-banknote counter 17 delivers a less count value so that the previous pay-out order of the banknotes is set on a lead-out pointer 14 before the pay-out of the banknotes is stopped, and as well the counter 14 is cleared while a termination counter 16 is set. Further, addition is made on an S2 counter 11 and the thus obtained count value is compared with the pointer 14 to carry out a distribution process. When the distributing point is attained so that both values are coincident together, an abnormal banknote counter 19 is added with ''1'', and then the recovery order of the preceding banknotes is set on an abnormal banknote lead-out pointer 15 to complete the monitor of banknote transfer in a discriminating section 2. Thus, it is possible to prevent the occurrence of jamming from being erroneously judged. Further, when two banknotes are paid out being overlapped together, the monitor of banknote transfer is similarly stopped.
