PURPOSE:To reduce the size and the weight of governor by operating the governor unit only under specific range of engine rotation while limiting operation forcefully and externally when exceeding over the maximum rotation. CONSTITUTION:A governor unit G is pushing down a governor spindle 19 through centrifugal enlarging motion of a governor weight 16 journaled to a support 14 integral with a governor pulley 13 to be rotated by the crank shaft of internal-combustion engine through a belt 12. A control rod 11 for controlling the fuel supply to an injector through a floating lever 26, a link 27 and a lever 28 is displaced through the motion of said spindle 19. Here, an injection restrictor 104 functionable through a solenoid 103 is provided at the joint of the lever 28 and an idle spindle 29 for pulling said lever 28 to the fuel increase side and functioned upon exceeding over specific maximum rotation.
