PURPOSE:To enable the easy and safe treatment of concentrated phenolic compounds generated in the carbonization of a low-grade coal, and to reduce the dissolution of the phenols in water to a negligible level, by burning the phenols together with the decomposition water. CONSTITUTION:Low-grade coal 1 is heated and dehydrated by the drier 2, carbonized at a low temperature in the carbonization apparatus, cooled by the cooler 4, and coated with the tar distilled out in the carbonization process using the coater 5 to obtain the product coal 6. The tar and the decomposition water distilled out in the carbonization process is sent to the separator 9 to separate the tar. The decomposition water containing the phenolic compounds at high concentration is sprayed into a hot-air generation furnaces 7, 8 and burnt.
