PURPOSE:To simplify a system of circuit, decrease a required installation area and simplify a control system by a method wherein processed gas to be processed received by a gas to be processed preheating unit is preheated. CONSTITUTION:Gas 21 to be processed is increased in its pressure by a raw gas fan 22 and heated in a waste gas preheater 27. The as is fed into a deodorizing furnace 24. The gas is heated by a combustion flame in the deodorizing furnace, its contained solvent is oxidized and decomposed, resulting in that the waste gas is fed into a convection thermal conductive part 26-6 in a main boiler 26, its thermal energy is transmitted to the boiler water to generate steam. In case that a volume of demand for steam is high and a volume of steam is less, auxiliary steam is generated at both a combustion chamber acting also as a radiation thermal transmitting part 26-5 and the convection electrical heater part under an additional firing. In case that waste gas is finished from the deodorizing furnace 24, for example, in case that a processing for gas containing organic solvent is not required, only the main burner 26-3 of the main boiler 26 is ignited, resulting in that some required steam can be obtained.
