PURPOSE:The titled composition for providing the hair with improved hairdressing effect and conditioning effect, not causing turbidity even if capsules are destroyed and the contents are released into a solution, comprising an anionic surface active agent, the oil-containing capsules and a specific compound. CONSTITUTION:A composition comprising (A) an anion surface active agent such as a higher alcohol sulfuric ester salt, an alpha-olefin sulfonate, etc., (B) oil-containing capsules having 0.1-10mm., preferably 1-5mm. particle diameter, being easily destroyed in use, and (C) a compound selected from a polyoxyalkylene phosphoric ester surface active agent shown by the formula I (A is alkoxy, or glyceryl; m is 0 or >=1; n is >=1; M is H, alkali metal, alkyl-substituted ammonium, etc.; x is 1-3, y is 0-2, and x+y=3) and a polyglycerin fatty acid ester shown by the formula II (R<1>-R<5> are H, or fatty acid residue, and at least one of them is fatty acid residue; p is 0 or >=1).
