PURPOSE:To suppress the capacity of a buffer memory by coding and recording while reproducing a facsimile signal corresponding to all white level lines from a start line position and the number of consecutive lines when transmitting/receiving the facsimile signal. CONSTITUTION:A facsimile signal not coded is stored temporarily in a buffer memory at the facsimile transmission side so as to execute the fill less method, and while a control section 4 stores the start line position of the facsimile signal corresponding to all white level lines and its consecutive line number in this case, and a signal other than the facsimile signal corresponding to all white level lines is stored in the memory 3 and its content is processed ineffectively. The control section 4 generates the facsimile signal corresponding to all the white level lines based on the stored start line position and its consecutive number, the facsimile signal is read in the read order from the memory 3 and coded and then transmitted to the line.
