PURPOSE:To output a vertically long picture on a monitor TV even with a laterally long object without using a picture storage device by applying picture processing to a video signal obtained by a lateral image pickup on the TV screen so that both sides are masked. CONSTITUTION:A synchronizing signal E is separated from a luminance signal C by a synchronizing separator circuit 31, inputted to a pulse delay circuit 32, and a pulse F whose delay time and pulse width are set optionally is outputted. The luminance signal C is inputted also to a gate circuit 33, gated to a proper level by the pulse F and a luminance signal I is fed to a synthesis circuit 34. A subcarrier G is inputted to a phase circuit 36, a chrominance carrier H whose phase is changed optionally is fed to a gate circuit 37 and gated by the pulse F. A chrominance carrier signal J and a chrominance subcarrier K are synthesized by a mixer 38 and fed to the circuit 34 as a chrominance signal L. The circuit 34 synthesizes the signals L and I and the result is outputted to a monitor TV as a video signal M including the chrominance signal.
