PURPOSE:To make it possible to easily perform surface treatment such as anti- staining, rust inhibiting or water repelling treatment without generating coating irregularity or dripping, by impregnating a cloth like article with aqueous dispersion of a specific polymer while packing the impregnated one in a hermetically sealed state. CONSTITUTION:An aqueous dispersion is one containing one or both of an org. fluorocarbon polymer and an organosilicon polymer and contains a saturated hydrocarbon type medium b.p. solvent and polyhydric alcohol other than said polymers. If necessary, the dispersion is adjusted to a weak alkaline region with pH of 7.2-9.0 and infiltrated into a cloth article 1 such as a nonwoven fabric under reduced pressure. Next, this dispersion impregnated cloth article 1 is once received in an inner bag 2 made of a plastic film in a wet state and the whole is further hermetically sealed in a packing material 3 having water resistance, gas impermeability and light blocking property. By this method, anti-staining, sliding, deodorizing and rust inhibiting properties can be imparted to a metal surface, a coating surface or a glass surface.
