PURPOSE:To obtain the paper cores having the hard and thick paper quality and the superior tightening-pressure resistance simply and at a low cost by filling the part between the both paper cores in the inner and outer layers with a self- solidification type viscous composition. CONSTITUTION:The first band-shaped core paper 1a is fed aslant onto a mandrel 4, and an inner-layer paper core 1 is formed through the press-winding by a shaping belt. A band-shaped substrate material 5 which holds a self-solidification type viscous composition 3a in layered form is fed aslant onto the outer periphery of the inner-layer paper core 1 on the mandrel 4. Then the second band- shaped core paper 2a applied through pasting onto the outer periphery of the band-shaped substrate material 5 is fed aslant and an outer-layer paper core 2 is formed by press-winding the core paper by a shaping belt. Then, an endless paper core 6a shaped on the mandrel 4 is cut crosswise to a prescribed length, and the paper core filled with the hard intermediate layer of the above-described composition 3a between the both paper cores 1 and 2 in the inner and outer layers can be obtained.
