PURPOSE:To obtain a flame-retardant rust preventive covering suitable for the rust preventive work of steel structures, etc., which is excellent in flame retardancy, adhesion, and rust preventiveness, by adhering a mixture prepared by mixing a wax and tar as main components with an isocyanate, active hydrogen, and a metal hydrooxide to a tape, etc. CONSTITUTION:100pts.wt. a mixture of an isocyanate (A) (e.g., diphenyl methane diisocyanate), an active hydrogen-containing compound (B) (e.g., polyester polyol), and a wax (C) (e.g., cotton wax, petrolatum, etc.) is mixed with 25-200pts.wt. a metal hydroxide (D) (e.g., aluminium hydroxide). The mixture is adhered to a tape, film, or sheet of cloth, rubber, or plastics to obtain an aimed covering. In construction work, the component (A) is under-coated on a structure and a covering material adhered with a mixture of the components (B), (C), and (D) is bonded to the component (A) undercoat.
