PURPOSE:To change a program for initially loading to a terminal equipment easily by selecting a program for initial loading on the basis of a number assigned to a program loading request system in each terminal equipment. CONSTITUTION:A program to be initially loaded is registered on a fixed disc 3 together with its number. The number corresponding to the program to be selectively load is set up by a switch 7 or the like of hardware before a program loading request by a terminal equipment #0 (set up the number to ''0'' at the initial loading of a normal work program and to ''1'' at the initial loading of a night distribution work program). Thus, the program to be initially loaded is easily changed.
