PURPOSE:To provide a foaming agent for air excavation, composed of a composition containing a specific anionic surfactant, a specific amine oxide and a specific fatty acid diethanolamide, and exhibiting sufficient foamability and foam stability even in a soil having high hardness. CONSTITUTION:The objective foaming agent is composed of a composition containing (A) 50-95(wt)% anionic surfactant having 8-40 carbon atoms and containing one or more -SO3M or -OSO3M groups (M is Na, K, NH4 or organic ammonium) and (B) 5-30% amine oxide of formula I [R<1> is 6-24C alkyl or alkenyl; R<2> and R<3> are 1-3C (hydroxy)alkyl; m is 1-10; n is 0 or 1] and/or fatty acid diethanolamide of formula II (R<4>CO is 8-26C acyl).
