PURPOSE:To improve construction efficiency by fitting a cylindrical bearing and a vertical indication plate which swivels freely in a substrate, inserting a projection fixed on its center line into an annular space including plural spherical bodies, and providing an auxiliary plate detachably. CONSTITUTION:A long-side part of the substrate 2 is adhered to a surface of a material to be measured and then the vertical indication plate oscillates vertically. At the same time, spherical bodies 8 move down in the annular space 7 from right and left to press the projection 5 at the peripheral bottom part from both flanks, and consequently oscillations are stopped speedily to indicate the vertical state accurately. Therefore, an angle indicated on an angle scale 13 with a lower pointer 16 is only read and when the pointer 16 meets a base line X or Y, the measured material is horizontal or vertical.
