PURPOSE:To prevent a hydraulic oil surface from surging so as to prevent air from being entraped in the hydraulic oil, by providing a surge preventive member on an air passing tank side, which surge preventive member can be moved vertically sychronously with the vertical movement of the hydraulic oil surface. CONSTITUTION:An oil tank is divided into an inflow/outflow tank connected to a feed/discharge pipe 16 and an air passage tank 33 having an air breather 17. Almost all of the oil surface of the air passage tank 33 is covered with a surge preventive member 36 made up of a planar member capable of floating on the oil surface 20. The kinetic energy of the hydraulic oil flowed in is converted into heat energy by a communication hole 35, and the surging preventive member 36 restricts the surging the oil surface, so that the air in the air chamber would not be entraped in the hydraulic oil.
