PURPOSE:To uniformize a particle size while enlarging a surface area, by bringing the ratio of diameters of a circumscribed circle and an inscribed circle at an arbitrary cross-sectional area part of an almost columnar surfaced porous body based on a thermoplastic org. polymer and an inorg. compound to a specific range. CONSTITUTION:A mixture prepared by adding a decomposable foaming agent to a thermoplastic org. polymer and an inorg. compound being base components is supplied to a non-vent type melting extruder and extruded the circular nozzle thereof at a temp. equal to or more than the decomposition temp. of the foaming agent to form a strand which is, in turn, cut to obtain a porous oil-containing waste water treating agent. This waste water treating material has a surface roughened porous almost columnar shape such that, in the arbitrary cross-sectional area of said shape, the ratio of respective diameters of a circumscribed circle and an inscribed circle is 1.10-5.00:1 and, in a side view projected from an arbitrary radius direction, the interval ratio of a pair of circumscribed lines and a pair of inscribed lines parallel to the axis of the almost columnar body is 1.10-3.00:1.
