PURPOSE:To adjust schedule between terminal devices and to smoothen a conference by providing an exchange controlling means controlling the exchanging action by the exchange control signal on a time division transmission circuit network. CONSTITUTION:Each node station on a loop network alpha shares a single transmission frame type, and a transmission frame information symbol part circulates among stations on the loop network alpha. The symbol information part of transmission frame consists of plural parts, for example, the first, second, and third parts; first and second parts are processed respectively by station A and the third part by an exchanging device D. Terminals SR1, SR2,...SRn are connected to the loop-shaped circuit in the point to point from, distributing a transmission frame slot flowing through the loop into SR1, SR2,...SRn.
