PURPOSE:To prevent quality deterioration of encoded picture information by changing a condition of either quantization of encoding according to a noise value obtained by a detecting means. CONSTITUTION:A detecting circuit 4, switch 5 and detecting circuit 7 constitute a detecting means detecting a noise in a picture signal given by one dimensional time signal by an NTSC system. A circuit 4 detects a synchronizing signal contained in the picture signal, generates the detecting signal; and switch 5 derives the noise in the synchronizing signal included in the picture signal by the detecting signal of the circuit 4; the circuit 7 generates the detecting signal when an output of an amplifier 6 exceedes a specified value. Thus while a noise level exceedes the specified value, the circuit discontinues a digital signal's lowest bit obtained by an A/D converter 1', controlling the output fluction of 1' by the noise. |
