PURPOSE:To improve the quality of restored picture remarkably by a slight increases of coding data by obtaining a chain code using tetragonal lattices of plural kinds. CONSTITUTION:A starting point is determined by a starting point determining section 5 basing on information from a line graphic input section 1 and information from a tetragonal lattice generating section 2, and coded output 1 on the starting point is outputted from a coding section (1) 4-1. Then, the center point of a segment from which the segment of the line goes out from the present tetragonal lattice is determined by the second digitalized point determining section 6, and a corresponding code ''101'' is outputted from a coding section (2) 4-2 according to the result. Then, the next digitalized point is determined by the next digitalized point determining section 7, and coding is performed by the coding section (2) 4-2 according to the result through a distance from starting point calculating section 8 and a terminal point detecting section 9.
