PURPOSE:To prepare refined hydrocarbon oil of consistent quality continuously in a simple process over long hours, by feeding a raw material oil into 1st-step hydrogenation zone and feeding a part of the raw material oil or a part of the product into 2nd-step and subsequent hydrogenation zones. CONSTITUTION:A raw material oil is fed into a hydrogenation zone 11 of a 1st- step desulfurization tower 1 and is passed through subsequent processes in succession. A part of the raw material oil taken from a feed line 5 into a line 8 is fed into a hydrogenation zone 21 of a 2nd-step desulfurization tower 2 or a hydrogenation zone 31 of a 3rd-step desulfurization tower 3. Or a part of hydrogenation product in the 1st-step hydrodesulfurization process is fed into the hydrogenation zone of the 2nd-step or subsequent hydrodesulfurization process. More particularly, a part of product in the hydrogenation zone 11 of the 1st-step desulfurization tower 1 is not passed through desulfurization zone 12 but is fed directly into the hydrogenation zone 21 of the 2nd-step desulfurization tower 2 and the hydrogenation zone 31 of the 3rd-step desulfurization tower 3.
