PURPOSE:To decrease the total sum of distortion under a information amount fed to one frame by using a tree form dictionary recording an expected value (average distortion) of distortion so as to assign information properly to each sample or vector in one frame. CONSTITUTION:In a coder 11, n-set of serial data inputted through an input terminal 12 is stored sequentially in an input buffer 13 and converted into parallel data x1, x2. A register group 14 corresponding to the dictionary is connected to a memory 15 in which the tree form dictionary is stored and center of weight registers 21, 22.2n and an average distortion sigma<2> are stored in distortion registers 31, 32.3n depending on the content of position registers 11, 12...1n. A maximum value selector 26 and a data designation register 27 select the next position register in the decoder 23 depending on the content of the dictionary corresponding register 25, the n-set of data are coded by the coder 11 in one frame and decoded by the decoder 23, then the effect of code error is not fed to the next frame.
