PURPOSE:To enable retrieval by an efficient picture by calculating continuously a differential picture at every one field and a statistical amount of an original picture with respect to a picture sequence continuously recorded, and extracting a relative change. CONSTITUTION:A continuous picture sequence 1 is sequentially stored in plural units of picture memory 21-24. A logical processing circuit 5 carries out judgement under the following conditions; where mp>M2, and M2>m2 and mb>M1, a scene change, etc., are assumed to be generated at a time tp, and a selection circuit 6 selectively outputs the picture memory 22 or the picture memory 23. An output picture of the selection circuit 6 is reduced to the specific size by a reduction circuit 7, impressed to an index picture recording control circuit 8, and recorded as an index picture on a recording medium such as a VTR where a continuous picturs are recorded. At the same time, the control circuit 8 has a function for deciding uniquely the relation between an index picture and a continuous one as an original picture. Thus the retrieval by using an index picture as a content one can be possible in order to search an arbitrary picture from a large amount of continuous pictures recorded on a VTR, etc.
