PURPOSE:To perform fixed transmission and reception control without delay when abnormality occurred in AC power source by starting a controlling device at once even if the time of restoration to normal state passes away set time of a timer. CONSTITUTION:When a starting signal A from the timer 4 sent to an automatic transmitting section 7 through an OR circuit 6, the transmitting section 7 takes out a compressed picture G in a picture memory 8 and sends out to a circuit 10 through a transmitting section 9. When abnormality occurred in AC power source, a power source section 1 stops operation, but the timer 4 continues to work by a battery E. After this, when the power source 2 is restored to normal state, a discriminating section 17 is started by a detection signal D, and the discriminating section 17 compares time data (t) of the timer at that time and set time data T in a memory section 5. If time data of the timer (t) exceeds the set time data T, sends a starting signal ST to the transmitting section 7 through the circuit 6 to start the section. Thus, omission of operation of preset automatic transmission can be prevented.
