PURPOSE:To improve the compressing effect of a data by replacing a picture data on a scanning line of a next order into a picture data on a preceding scanning line so as to attain coding when the number of point of change or coded data number on one scanning line exceeds a prescribed value. CONSTITUTION:The coding processing is applied to a picture data of a line (a) stored in the 3rd line memory 4 by using the picture data of the preceding line to the line (a) stored in the 2nd line memory 3 as a reference scanning line, the picture data of the line (b) of the next order is read and stored in the 1st line memory 2. The number of change point or coded data amount in the line (a) is counted by a change point counter 11 or a coded data counter 12 during the operation and when the value exceeds a prescribed value, it is informed to an input buffer control section 6 from a data compressing process control section 10. As a result, the 3rd line memory 4 storing the picture data of the line (a) is used as the coded scanning line as the picture data of the line (b).
