The device according to the invention comprises a frame 3 rotatably supporting a plate 9 having a central aperture 10 for allowing the passage of the material of elongate shape 2 and carrying at least one reel 13 intended for supplying the band or yarn to be wound. It is characterised essentially in that it comprises rollers 18, 19, 20, 22 driven in rotation by the material of elongate shape 2, when the latter travels through the aperture 10 of the plate 9, and transmission means for imparting the rotational movement of one 19 of the rollers to the plate 9. The material of elongate shape controls the setting in rotation of the plate 9, thereby avoiding the need for a drive member in order to perform this function. <IMAGE>
