The appliance has, on the baseplate (3), a profiled rear housing (24), a profiled front housing (26) enclosed between two cheeks (23), and a profiled clamp (27) which is mounted, with controlled articulation, between the said housings and which is supported against the front housing under the effect of an elastic means (28). The tying arm (9) is provided with outer cheeks (31) which are profiled at the ends for corresponding interaction with the inclined clamp (27). The stationary carrier housing (33) carries the following components: on the one hand, a cutting device (34) in a fixed position, and on the other hand a stop (36) and an L-shaped plate (37) which can be folded back in counter-action to the elastic means (38, 39) and in relation to the said stationary housing (33), there being provided, furthermore, a means (42) which is articulated in a swing-like manner and which is provided at its front end with a freely rotatable means (45).
