PURPOSE:To heat and fuse the incinerated residue by a simple means according to following process, that is, an initial arc heating with an electric conductive content, a fusing and making electric conductivity of the incinerated residue by utilizing said arc heating, then the fusing of the incinerated residue by the electric resistance heating. CONSTITUTION:Initially, an electric conductive content 1 is introduced in a heating furnace 2. Secondly, an arc discharge is started with three electrodes 3A- 3C, the inside of a heating furnace 2 is heated. Thereafter, the adequate quantity of a refuse incinerated residue 4 is introduced in the heating furnace 2, the incinerated residue 4 is heated and fused by the heat inside of the heating furnace 2. Then a fused residue 5 is applied an electric current, heated by resistance heating. Subsequently, the incinerated residue 4 introduced in the heating furnace 2 is heated and fused by the heat of the resistance heating. Thereby, the incinerated residue can be heated and fused by a simple means.
