PURPOSE:To properly fill/discharge water among individual tanks when inclined by providing flow quantity/direction meters measuring the flow direction and quantity of the ballast water flowing when valves are opened on pipelines with valves capable of communicating among multiple ballast tanks. CONSTITUTION:Multiple ballast tanks 2a-2c are provided in an offshore structure serving as a buoyant body, and pipelines 3a-3c with valves capable of communicating among these ballast tanks 2a-2c are provided. Flow quantity/ direction meters 11a-11c capable of measuring the flow direction and quantity of the ballast water flowing when valves are opened are provided on the pipelines so as to detect the relative water head difference among the multiple ballast tanks 2a-2c. Accordingly, even when the structure is largely inclined, the relative water head difference of the ballast water in individual ballast tanks can be correctly detected, and the ballast water can be properly filled/ discharged.
