At this time, when an output signal is not generated from an encoder 21, a control unit 18 judges that the car can stop at a level part, and an ISC motor 25 is stopped, an engine 2 is kept idling with the accelerator released, and an electromagnetic clutch 1 is released. When the car is in a forwarding condition, for example, if the control unit 18 judges that it is slipping backward, through the output signal of the encoder 21, the ISC motor 25 is normally rotated, opening the throttle valve of a carburetor 22.
