PURPOSE:To provide the titled compsn. which can be preserved over a long period of time and can form a tough cured film, by blending alumina sol, an alkoxy group-contg. silane, etc. with a silanol group-contg. polydiorganosiloxane emulsion. CONSTITUTION:1-80wt% silanol group-contg. polydiorganosiloxane, 0.1-20wt% nonionic and/or cationic surfactants and 15-95wt% water are mixed together to obtain an emulsion precursor. 100pts.wt. said emulsion precursor (A), 0.1- 100pts.wt. (in terms of Al2O3) alumina sol (B) and 0.01-20pts.wt. alkoxy group- contg. silane of the formula [wherein R<1> is H, a 1-6C (halogenated) hydrocarbon group, etc.; R<2> is H, a 1-4C hydrocarbon group. etc.; a is 0-2] and/or partial hydrolyzate thereof (and/or other curing catalyst) (C) are blended together.
