PURPOSE:To obtain a urea in high yield in high selectivity, by reacting a primary amine or a secondary amine with carbon monoxide in the presence of molecular oxygen and a specific catalyst while removing formed water. CONSTITUTION:A primary amine or a secondary amine is reacted with carbon monoxide in the presence of molecular oxygen and a catalyst consisting of one selected from a metal of platinum group and a compound (e.g., palladium, rhodium, palladium compound, or rhodium compound) containing the metal of platinum group, and a halogen molecule or a halogen compound (e.g., alkali metal halide, sodium iodide, or ammonium halide compond) at 80-300 deg.C. The reaction is carried out while water formed by the reaction is being removed by out of the reaction system by reaction distillation method, a method to use a gas for reaction, containing carbon monoxide, as a carrier gas, a method to distill it away together with part of organic solvent, etc., to give the desired substance.
