NEW MATERIAL:A compound expressed by formula I (R1 and R2 are alkyl, phenyl or phenyl substituted by alkyl, etc.; R1 and R2 together may form a cyclic group; R3 is H or methyl; l and m are 0 or 1). EXAMPLE:The compound expressed by formula II. USE:A stabilizer and flame retardant for organic materials, particularly organic high polymers. PREPARATION:A phosphorus-containing compound expressed by formula III, e.g. 9,10-dihydro-9-oxa-10-phosphaphenanthrene-10-oxide, is reacted with an epoxy compound expressed by formula IV (R3 is H or methyl), e.g. (2,3-epoxypropyl) methacrylate, at substantially an equimolar ratio preferably in the presence of an inert solvent, e.g. xylene, if necessary in the presence of a basic catalyst, e.g. triethylamine, at 120-150 deg.C for 2-3hr.
