PURPOSE:To reduce numbers of gates of measuring apparatuses of frequency and phase deviations, by generating measured value clip control signal corresponding to a decoder output, etc. at a time when a measured value by a N-step counter reaches the specific value. CONSTITUTION:A deviation magnitude from the reference value is measured by an M-bit N-step counter 1, and it is issued out through M-bit registor 60, M-bit D/A convertor 7. When the measured value by this counter 1 reaches the reference value, an output from the decoder 4 is inverted to a lower leve and, the clip control signal is generated from a controller 8 to which a latch signal LA is applied and this signal is supplied to a registor 60. Through these procedures, the content of measurement of the registor 60 is clipped in a digital manner, without installing a gate responding dynamically to a decoder output corresponding to a bit between counter 1 and registor 60. As a result of this arrangement, the number of gates of measuring apparatuses of deviation magnitudes from the reference values of frequency and phase can significantly be reduced.
