PURPOSE:To prevent an overflow phenomenon and an overrun phenomenon of a device, and to transfer a data at a high speed using a storage means whose storage capacity is small, by providing a counting means and a delay means. CONSTITUTION:When a transfer of a data is started to a storage means 7 from the first interface 6, a data storage quantity of the means 7 increases. A counting means 8 counts this data storage quantity, and output a counting value to a delay means 9. When this counting value reaches a prescribed value, an inhibiting signal is outputted from the means 9, and the data transfer between the interface 6 and the means 7 is delayed in accordance with a prescribed inhibition time. By keeping pace with it, a data transfer is executed to the second interface 11 from the means 7, therefore, the storage quantity of the means 7 becomes below a prescribed value. In this way, an overflow phenomenon of the means 7 and an overrun phenomenon of a device are prevented, and the data transfer can be executed at a high speed by using the storage means whose storage capacity is small.
