PURPOSE:To make sure cutting out even when characters of different pitch are mixed by preparing horizontal and vertical density histograms for a character pattern and detecting lines written opposite to characters on a form and in the direction of row. CONSTITUTION:A group of all em characters and a group of en characters are mixed on a form, and lines are written opposite to the en characters and in the direction of row. Such a form is scanned and a character pattern D for one line is stored in a line buffer 20. A scan deciding section 21 prepares horizontal and vertical density histograms and stores respectively in memories 22 and 23. An arithmetic controlling section 24 controls operation of the scan deciding section 21, and make is scan the horizontal density histogram, and detects a pattern in the direction of row corresponding to the line. Thus, cutting out processing can be made by en character pitch for the en characters for a character string in which the em characters and the en characters are mixed by writing lines opposite to the en characters beforehand.
