PURPOSE:To enhance an encoding ratio of an animation by constituting an output vector of picture signals in the previous frame by utilizing the corelation between frames, quantizing it in terms of dynamic vector and quantizing remaining error signals in terms of fixed vector. CONSTITUTION:A subtractor 17 takes the difference between a picture signal 21 which is quantized by a moving vector quantizer 15 and an input picture signal 1, and outputs a difference signal 22. By using the signal 22 as an input signal, a difference vector quantizer 19 executes a distortion operation by utilizing a fixed difference output vector code table prepared beforehand as a difference vector set. It outputs an index 25 of the difference output vector whose distortion between input vectors becomes minimum to a mutiplexer 18 as a result, and the difference output vector at this time is outputted as a difference signal 23 to an adder 20. The multiplexer 18 executes addition of the index 25 and its code string, and outputs a code string 27 as a encoder output signal. |
