PURPOSE:To maintain the normal steering even in the case when a sensor is damaged, by engaging the movable body of a control valve with a steering repulsive-force detecting member which is shifted by a steering repulsive force, keeping a prescribed distance. CONSTITUTION:When a various sorts of sensors or a pilot-pressure generator 38 is damaged, and a power cylinder 36 pushes a rack 12 in the reverse direction to the steering direction, for example, when the power cylinder pushes the rack 12 leftward, a large steering resistance is applied onto a pinion shaft 11, which is moved leftward in parallel. Since, in a control valve 21, a high pilot pressure is applied into a control chamber 24a at the left, and a spool 23 shifts rightward, the pinion shaft 11 contacts onto the wall surface of the hole 23a of the spool 23, and the rightward displacement of the spool 23 is obstructed, and the spool 23 shifts leftward. Then the control valve 21 is set at the normal position, and the normal steering of a car is maintained.
