PURPOSE:To obtain the titled compound useful as an intermediate for drugs in yield, by reducing a 2-quinoxalinol-4-oxide in water in the presence of an alkali, an inorganic or organic sulfur compound, and a Raney nickel. CONSTITUTION:A 2-quinozalinol-4-oxide shown by the formula I (R is H, halogen, or CF2) in the form of a free acid is catalytically reduced with hydrogen in water in the presence of an alkali, an inorganic or organic sulfur compound, and a Raney nickel catalyst at 40-80 deg.C, to give the desired compound shown by the formula II. EFFECT:Obtainable inexpensively and industrially advantageously.
