The present invention relates to a "concrete building block" fitted with a thermally insulating separation layer. This separation layer is designed as an expanded polystyrene board placed in the middle of the concrete building blocks and fitted vertically with four flat-iron twin fins: 34, 35 - 36 - 37 for its assembly: regardless of the shape or dimensions of the conventional concrete building blocks, these fins are coupled vertically. This separation layer has four vertical notches, each of these notches is separated inside and at the middle by a wall over its whole length, forming in this way a double notch which is separated in the middle. A semi-circular groove 41 is provided on the upper edge of the separation layer over its whole length and a semi-circular rib 42 is provided on the lower edge also over its whole length. The use of concrete blocks fitted with this insulating material provides not only thermal insulation but also acoustic insulation and it especially offers considerable energy savings. <IMAGE>
