PURPOSE:To obtain a high-efficiency encoding and decoding system by determining a pattern trend inherent to a system from statistics and encoding and decoding picture information with respect to the difference between said inherent pattern and encoded pattern. CONSTITUTION:A statistic computer 114 reads out statistic information from a statistic information storage device 117 and delivers it to an inherent pattern forming device 115. The device 115 prepares the inherent pattern based on this information and stores it in an inherent pattern storage device 118 as reference information when decoding the difference. The device 115 also encodes the same pattern, prepares control information in a picture information control interface part 116 and delivers it to a picture information control part 112 by converting the picture information to the form capable of transmitting to the whole terminals. The control part 112 transmits the picture information to a facsimile receiving terminal 400.
