PURPOSE:To further purify discharge water from a sewage treating plant, by providing a plurality of water stream flowing-in and dispersing openings crossing between a plurality of space parts to a wave eliminating bank structure by drilling while flowing discharge water into said space parts of said bank structure in a dispersed state. CONSTITUTION:Discharge water Wt, which is treated in a sewage treating plant installed in the vicinity of the seashore and purified to a prescribed value range, is introduced into a discharge culvert 8 provided to the lower part of the space part 5 from a discharge measure 7 and discharged into space parts 5 from inflow ports 9 provided to the bottom parts of said space parts 5. On the other hand, waves W are respectively flowed in from a wave introducing port 4 and eliminated by water stream flowing-in and dispersing openings 6 while dispersed inflow water Wi is collided with discharge water Wt to increase wave elimination effect. Discharge water Wt is further purified by aeration effect due to bubbles generated in inflow water Wi and equally diffused into seawater and diluted thereby.
