PURPOSE:To obtain a clear static picture with less shift of a image pickup position by synchronizing a speed measuring sampling pulse with a vertical synchronizing signal. CONSTITUTION:A timing pulse generator 8 starts its operation after a reset pulse 24 turns off, and after the specific period has elapsed, it turns a timing pulse on. Then a counter 6 to measure speed starts counting after a vertical synchronizing signal 19 turns off from on, and the moment the signal 19 is turned on, it stops counting. A speed processing circuit 7 outputs a measurement completion signal 11 if necessary before the signal 19 is turned on. An alarm signal 15 from a comparator circuit 14 is outputted in the same manner before the signal is turned on. As a result photographing is carried out in timing when the signal is on immediately after the speed measurement is completed.
